A butterfly arithmetic means carries out a butterfly arithmetic operation by using a G B . G B . . . G B matrix on a data obtained as a result of transposing the sequence of the input data by the input data sequence transposing means. A repeated addition and regularization arithmetic means carries out a repeated addition and regularization arithmetic operation by using an F Q Q . . . Q matrix on a data obtained as a result of carrying out the butterfly arithmetic operation by the butterfly arithmetic means. The present invention is applicable to the conversion and inversion of digital signals.
