A channel state information measurement method and apparatus and a network side device are described. The measurement method includes configuring, by a network side device, channel state information reference signal (CSI-RS) transmit information of M access points. The CSI-RS transmit information is used to indicate the M access points to periodically send a CSI-RS to a first user equipment at a preset interval. The preset interval is a time interval and/or a subband interval, and M is an integer greater than 1. The network side device obtains channel state information (CSI) corresponding to each of the M access points. The CSI corresponding to the access point includes first CSI, and the first CSI is information that is measured based on the CSI-RS corresponding to the access point and fed back by the first user equipment.

The disclosure provides a downlink transmission method for a Multiple Input Multiple Output (MIMO) system, and a base station, wherein the method comprises: a base station selecting a downlink MIMO mode in a downlink transmission mode in which a UE currently is by using a Channel Quality Indicator (CQI), a Rank Indicator (RI) and a Preceding Matrix Indicator (PMI) which are reported by the UE within a time window; and the base station transmitting data to the UE by using the selected downlink MIMO mode. The disclosure achieves the effect of increasing the coverage and capacity of the LTE system to the maximum.

A method for controlling uplink power is disclosed in the present invention. The method includes: a base station configuring and sending a target received power parameter corresponding to a standard service rate, a path loss compensation factor parameter and a enabled deltaMCS parameter of adjusting transmitted power according to a Modulation Coding Scheme (MCS) grade to a terminal; subtracting target received power and a path loss compensation quantity from a limit value of the transmitted power of terminal to obtain power margin, and determining an available MCS grade of the terminal according to the power margin and sending the available MCS grade to the terminal. A system for controlling the uplink power is also disclosed in the present invention. In the present invention, a structure of the system is simple, which supports an adaptive selection for the suitable MCS grade of UE, and implements uplink power control correctly and effectively.
