A process to manufacture and coat a sodium carbonate perhydrate containing 10.5% to 14% active oxygen which is stable in a non-phosphate detergent composition and which has a bulk density of from 900 to 1,050 kg/m.sup.3. Anhydrous sodium carbonate with a pore volume of at least 0.29 ml/g is contacted with 50% to 75% by weight hydrogen peroxide in the presence of 1-hydroxyethylidene-1,1-diphosphonic acid and water is evaporated at a rate to maintain a dry reaction mixture. The product is coated by sparging sodium borosilicate at a rate to avoid moistening the particles.

A mixed phenyl/mesityl phosphate ester composition that is useful as a fire retardant additive, having a phosphorus content of from about 8.2% to about 8.4% is prepared by reacting with agitation at about 120.degree. C. to 130.degree. C. distilled still bottom phenols with phosphorus oxychloride in the presence of a Friedel-Crafts catalyst to form a reaction product containing a substantial quantity of monoaryl phosphodichloridate and diaryl phosphochloridate. This reaction product is then further reacted at an elevated temperature with sufficient phenol to form a triaryl phosphate ester mixture. The mixed phenyl/mesityl phosphate ester so obtained remains a liquid at room temperature over a substantial period of time.

Excess water, both crystalline and non-crystalline, is removed safely and rapidly from active chlorine compounds by applying electromagnetic energy with frequencies lower than infrared to vaporize the excess water.

A high pressure thermal hydrolysis process is described which comprises heating acid waste streams resulting from the manufacture of cyanuric acid and chlorinated derivatives of cyanuric acid, containing cyanuric acid and amino-substituted cyanurates, in a pressure vessel, at a temperature of from about 225.degree. to about 275.degree. C, to effect decomposition of these materials into ammonia and carbon dioxide. This process provides an effective pollution control means, compatible with existing commercial facilities.
