A low-permeability barrier for waste disposal sites such as landfills and waste lagoons, and a method for constructing the same, includes a waste material. The waste material is stabilized to decrease the permeability characteristics of the waste material and may be further processed to improve the structural characteristics of the waste material and to prevent leaching of any leachable components. A method is provided for applying the waste material to the waste disposal site as a liner, interim cover, and/or final cover.

This invention is directed to a process for the chemical stabilization of heavy metal bearing dusts and sludges. A preferred use for such process is the treatment of dust from an electric arc furnace (EAF). In the production of steel by the electric arc furnace process, a by-product thereof is the generation of EAF dust. Such dust, by virtue of the presence of such elements as cadmium, hexavalent chromium and lead, is classified as hazardous waste by U.S. Environmental Protection Agency (EPA). The present invention is directed to a process for the chemical stabilization of the inorganic EAF dust to render the hazardous constituents thereof virtually immobile. Such process is based on the pozzolanic reaction of materials containing anhydrous alumino-silicates which, in the presence of lime, water and chemicals, adsorb and/or physically entrap the heavy metals present in EAF dust into a calcium-alumino-silicate matrix.

Method and apparatus for producing dual compartmented tubular containers which includes a system for pumping a high viscosity fluid at a constant flow rate and includes an air driven pump for pumping the fluid from a storage location to an output point. The pump is of the type which produces a substantially constant output per pump cycle. The pump is driven by an air supply communicating with the pump. A timer is attached to the output pump shaft and measures the cycle speed of the pump. The air pressure driving the pump is varied in response to the cycle speed of the pump to maintain the speed of the pump constant. Whenever the material being driven by the pump increases in viscosity, a slow down in the pump speed is prevented by increasing the air pressure used to drive the pump. Where the viscosity decreases and the pump speed begins to increase, the air pressure used to drive the pump is decreased to maintain a constant pump speed.

Method and apparatus for making dual compartment containers

A method for preparing strong, stable 'green' balls of dry-collected iron-bearing fume, which contains not less than about 8% combined amount of lime (CaO) and magnesia (MgO). The fume is charged to a balling device where there is added to the fume a quantity of water equal to both the stoichiometric amount required to completely hydrate such lime and magnesia and to produce in the green balls a water content between about 7% - 12%. The residence time of the fume on the balling device is not less than about 8 minutes.
