This application provides a method for reporting a buffer status report and a communications apparatus. The method includes: obtaining, by a terminal device, a size of a first uplink resource; determining, by the terminal device based on the size of the first uplink resource, that a priority of an uplink buffer status report (UL BSR) is higher than a priority of an SL BSR, or that a priority of a sidelink buffer status report (SL BSR) is higher than a priority of a UL BSR.

Embodiments of this application provide a resource preemption method, an apparatus, and a system, to reduce a quantity of times of frequent resource preemption, and improve resource security. In one example, a first terminal device obtains a first time interval and a second time interval, and preempts or determines not to preempt a first resource according to a first preset rule. The first resource is a resource reserved by a second terminal device or a resource reserved for a first service to be transmitted by the first terminal device. The first time interval is a time interval related to the first resource. The second time interval is used to indicate a preemption forbidden time. The first preset rule is determined based on the first time interval and the second time interval.

Embodiments of the application provide a sidelink logical channel multiplexing method and apparatus. After determining a first sidelink logical channel (SL LCH) that meets a first preset condition in at least one SL LCH, a terminal allocates a resource to data of the first SL LCH. Then, when a remaining resource of transmission resources is more than zero, the terminal determines, according to a communication range of the first SL LCH, a second SL LCH that meets a second preset condition, and allocates a resource to data of the second SL LCH. The first SL LCH and the second SL LCH are different. In the method, such a parameter as a communication range is considered in a multiplexing process, and data of SL LCHs with same or different communication ranges is multiplexed into a same transport block.
