Embodiments of a User Equipment (UE) and methods of communication are generally described herein. The UE may be configurable to operate as an initiating UE for a vehicle-to-everything (V2X) application that includes PCS communication between the initiating UE and a receiving UE. The initiating UE may receive, from a base station, control signaling that indicates a default PCS radio access technology (RAT) for the V2X service. The default PCS RAT may be either a Long Term Evolution (LTE) PCS RAT or a New Radio (NR) PCS RAT. Based on the default PCS RAT and/or PCS RATs supported by the initiating UE, the initiating UE may select either the LTE PCS RAT or the NR PCS RAT. The selected PCS RAT may be proposed, in a negotiation with the receiving UE, for the V2X service.

Technology for transcoding avoidance is disclosed. A mobile switching center (MSC) server can decode a single radio voice call continuity (SRVCC) packet switch (PS) to circuit switched (CS) request message received from a mobility management entity (MME) that includes selected CODEC information for a selected CODEC used for a user equipment (UE) in an internet protocol (IP) Multimedia Subsystem (IMS) over long term evolution (LTE) system. The MSC server can encode the selected CODEC information for transmission to a target MSC to enable the target MSC to identify the selected CODEC for the UE to allow the selected CODEC to be used in the CS domain.

A packet data network gateway (PGW) control plane (PGW-C) node can allocate a resource for a PGW user plane (PGW-U). The PGW-U can al locate a resource and communicate to the PGW-C.

A centralized node collects and stores radio access network (RAN) user plane congestion information (RCI) that is reported from the RAN to a core network. The centralized node provides a congestion information collection function (CICF) and includes one or more interface to communicate with a mobility management entity (MME) and/or a serving general packet radio service (GPRS) support node (SGSN). The MME and/or SGSN allows the centralized node to determine user equipments (UEs) and associated access point name (APNs) impacted by RAN congestion. The centralized node reports the RCI to a policy and charging rules function (PCRF) associated with the APNs for congestion mitigation.

The RAN node may include computer circuitry configured to receive, from a Core Network (CN), an information element (IE) including UPCON related Policy and Control Charging (PCC) information. The RAN node may identify a location of an UPCON event, at the RAN node, based on an UPCON event trigger included in the UPCON related PCC information. The RAN node may report Radio Access Network Congestion Information (RCI) about the UPCON event to one or more network elements in the CN.

Technology for facilitating circuit switched fallback (CSFB) for a user equipment (UE) is disclosed. A mobility management entity (MME) can receive an optimized CSFB capability indicator from the UE. The MME can receive a requested service type associated with the UE. The MME can initiate a single radio voice call continuity (SR-VCC) handover of the UE to a circuit switched network based on the optimized CSFB capability of the UE. The MME can send an S1 application protocol (S1-AP) request message to an evolved node B (eNB). The S1AP message can include the optimized CSFB capability indicator and a single radio voice call continuity (SRVCC) indicator for the UE. The MME can receive a handover required message from the eNB.

In an example, a mobile switching center (MSC) can include circuitry configured to: receive from a mobility management entity (MME) in a SRVCC packet switch (PS) to circuit switched (CS) request message, selected CODEC information for a selected CODEC used for a user equipment (UE) in an internet protocol (IP) Multimedia Subsystem (IMS) over long term evolution (LTE) system; and communicate the selected CODEC information to a target MSC to enable the target MSC to identify the selected CODEC for the UE to allow the selected CODEC to be used in the CS domain.

Technology for reducing user plane congestion is disclosed. An inquiry request message can be received at a mobility management entity (MME) from a congestion information collection function (CICF). The inquiry request message can request an international mobile subscriber identity (IMSI) and a packet data network (PDN) connection identifier (ID) associated with user equipments (UEs) that are impacted by radio access network (RAN) user plane congestion. The IMSI and the PDN connection ID that are associated with the UEs can be identified based in part on the inquiry request message. An inquiry response message that includes the IMSI and the PDN connection ID can be sent to the CICF to enable the CICF to discover an assigned policy and charging rules function (PCRF) for the UEs that are impacted by the RAN user plane congestion, wherein the PCRF is configured to implement network policies to reduce the RAN user plane congestion.

Embodiments for providing an architecture for WebRTC to access Internet Protocol (IP) multimedia subsystem (IMS) are generally described herein. In some embodiments, a non-IMS user equipment (UE) is provided along with an Application Signaling Interworking Function (ASIF) co-located with the non-IMS UE. The non-IMS UE is arranged to send a register message to the ASIF for registering the non-IMS UE with an IMS core. The ASIF is arranged to translate the register message from the non-IMS UE to IMS-based signaling and to register the non-IMS UE with the IMS core using the register message translated to IMS-based signaling.

Various embodiments are generally directed to improved techniques for UPCON mitigation. In one embodiment, for example, an evolved node B (eNB) may comprise a processor circuit, a detection component for execution by the processor circuit to detect user plane congestion between an evolved universal mobile telecommunications system (UMTS) terrestrial radio access network (E-UTRAN) and a serving gateway (S-GW) of an evolved packet core (EPC), and a configuration component for execution by the processor circuit to select a set of user equipment (UEs) served by the E-UTRAN and the S-GW and send a request to utilize an alternate S-GW of the EPC to serve the set of UEs while maintaining a current packet data network (PDN) gateway (P-GW) for the set of UEs. Technology for reporting radio access network (RAN) user plane congestion (UPCON) is disclosed. In an example, a core network (CN) device can include computer circuitry configured to: receive an UPCON event report using an UPCON container that includes a congestion situation indicator to indicate a UPCON situation; and change an UPCON process based on the congestion situation indicator. The core network device can include a mobility management entity (MME), a serving gateway (S-GW), a packet data network (PDN) gateway (P-GW), a policy and charging enforcement function (PCEF), a policy and charging rules function (PCEF), a serving general packet radio service (GPRS) support node (SGSN), a gateway GPRS support node (GGSN), an access network discovery and selection function (ANDSF), an operation and maintenance (O&M) subsystem, an UPCON server, a proxy, or a standalone function entity.

With the proliferation of Machine-Type Communication (MTC), an excessive use of device trigger messages in a Long Term Evolution (LTE) network can have negative effects on user equipment (UE). These effect can include a shortening of UE battery life and/or excessive signalling caused by the frequent changing from an idle mode to an active mode. An MTC Interworking Function (MTC-IWF) can be configured to determine the status of a UE to which a device trigger message is intended. If the device trigger message is low priority and the UE is in an idle state, the MTC-IWF or Mobile Management Entity (MME)/Serving GPRS Support Node (SGSN)/Mobile Switching Center (MSC) can buffer the device trigger message.
