The present invention relates to a telecommunications system, and further to a method, a board unit and a device rack for a telecommunications system. The system comprises at least one base station node, a base station controller node for controlling said at least one base station node, a switching center node operationally connected to said base station controller node for handling the traffic from and to said at least one base station node. According to the invention, at least one of the nodes provides functionality for use in the operation of the telecommunications system, and a software configurable board unit providing genera: purpose resource is implemented within said at least one node, the arrangement being such that the functionality of the board unit can be changed in accordance with particular requirements of the telecommunications system.

Method, arrangement and apparatus for telecommunications

The transmit power of a base station transmission to a mobile station is advantageously controlled. The base station receives a signal from the mobile station and determines a signal-to-interference ratio (SIR) associated with the received signal. The base station controls its transmit power to the mobile station using the determined SIR value in conjunction with a transmit power control command received from the mobile station. When the mobile station is in the process of a soft handover involving two or more base stations, each of those base stations determines an SIR value associated with a signal received from the mobile station. Moreover, each of the base stations controls its respective power using both the power control command received from the mobile station and the SIR determined by that base station. Similarly, when the mobile station is in the process of softer handover involving two or more sectors of a single base station, the SIR associated with a signal received from the mobile station in each of those base station sectors is determined and used to control the respective power of each base station sector in conjunction with a power control command received from the mobile station.

Downlink power control in a cellular mobile radio communications system

A method and system for controlling congestion on a packet switched radio channel (PRCH) is disclosed. A PRCH congestion control function determines if the average time delay for packet calls on the PRCH is within a delay alarm level. If the average time delay is not within the delay alarm level, it is then determined which packet calls to expel from the PRCH in order to decrease the average time delay. The determination of congestion may be made for each of the uplink and downlink of a PRCH separately, or, on the combined uplink and downlink of the PRCH.

Packet switched radio channel congestion control

A radio communication method and system employs power level presetting to mitigate the increase in interference caused by the discontinuous transmission of mobile stations. In the downlink, power presetting entails detecting the entry (or removal) of mobile stations to a cell, and in response thereto, calculating a plurality of power adjustment values for each mobile station within the cell. In the uplink, power presetting entails estimating an increase in interference caused by the entry (or removal) of mobile stations to a cell, and using this estimate for calculating an updated power target for each mobile station within the cell. Power presetting is also initiated in response to one or more mobile stations switching from high data-rate mode to low data-rate mode, or vice versa.

Power presetting in a radio communication system

A method and system for packet switched radio channel (PRCH) traffic supervision is disclosed. A PRCH supervision function receives a packet report for each data packet transmitted on the PRCH. The PRCH supervision function calculates an estimate of average data traffic for each packet call on the PRCH, an estimate of average data traffic on the PRCH and an estimate of the average packet delay on the PRCH. The calculations may be done for the uplink and downlink of the PRCH separately, or, as values for the combined uplink and downlink of the PRCH. The results of the calculations may then be used to determine if a packet call should be admitted to the PRCH or if a packet call should be expelled from the PRCH.

Packet switched radio channel traffic supervision

A method and system of packet switched traffic management in a cellular telecommunications system is provided. The invention comprises a packet switched radio channel (PRCH) manager for each cell of a cellular system and a PRCH controller for each PRCH in the cell. The PRCH manager interacts with and, controls one or more PRCH controllers. The PRCH manager performs the functions of evaluating service requests, handling a PRCH admission queue and managing the active PRCHs of the cell. The PRCH controllers perform the functions of supervising ongoing traffic, controlling admission and controlling traffic congestion for each individual PRCH. The invention allows a system operator to set a maximum tolerable delay for each PRCH and a priority for each packet call. By selectively choosing the maximum tolerable delays and priorities within the system, the system operator can reduce the probability that a PRCH user is subject to unacceptable packet transmission delay.

Packet switched traffic management in a cellular telecommunications

A method and system for controlling admission to a packet switched radio channel (PRCH) is provided. A PRCH admission control function evaluates admission requests for users requesting admission to a PRCH. The admission requests each contain a priority value and an estimated data traffic for the requesting user. If the estimated data traffic from one or more packet calls currently using the PRCH and having a priority equal to or higher than the priority of the requesting user, plus the estimated data traffic required by the requesting packet call are less than a maximum tolerable traffic level, the packet call is granted admission.
