Methods, systems, and devices for wireless communications are described. Generally, the described techniques provide for efficiently falling back from one RAT to another RAT while maximizing the services available to a UE. When a request from a UE for communicating with a base station using one RAT is rejected by a network node for unexpected causes, the UE may use the techniques described herein to fallback to an appropriate RAT. For instance, after receiving a response indicating that a request including fifth generation (5G) parameters is rejected, the UE may drop the 5G parameters and fall back to fourth generation (4G), rather than falling back to second generation (2G) or third generation (3G). The unexpected causes may be preconfigured and may be determined based on a number of factors, including a subscription of the UE, a public land mobile network (PLMN) associated with the network node, etc.

In an aspect of the disclosure, a method, a computer-readable medium, and an apparatus are provided. The apparatus may receive a priority list associated with preferred radio frequencies from a serving base station. In certain aspects, each radio frequency of the preferred radio frequencies associated with a first set of base station may operate on a first RAT. In certain other aspects, the apparatus may determine if the UE is able to reselect to the first RAT. In certain other aspects, the apparatus may perform a rank-based cell reselection procedure based on signal strength when the UE is unable to reselect to the first RAT.

A method for selecting a subscription to receive cell broadcast service (CBS) messages for a multi-subscriber identity module (SIM) mobile communication device may include: camping on a first communication network with a first subscription; camping on a second communication network with a second subscription; determining whether system information blocks (SIBs) received on the first subscription and the second subscription contain information elements including one or more parameters that define a broadcast multicast control (BMC) scheduling message (SM) period; in response to determining that the SIBs received on at least one of the first subscription and the second subscription contain the information elements including the one or more parameters defining the BMC SM period, selecting the one of the first subscription and the second subscription associated with the SIBs containing the information elements to receive the CBS messages.

Techniques are described for power conservation in emergency broadcast message reception in a wireless communications system. In accordance with a method for conserving power, one or more segments of an emergency broadcast message in an access stratum are received. The emergency broadcast message is identified as a duplicate emergency broadcast message based at least in part on one or more identifiers of the received one or more segments. The receipt of additional segments of the emergency broadcast message is terminated.

Techniques for power conservation in emergency broadcast message reception

A method for receiving cell broadcast messages is described. The method includes communicating with a first cell. The method also includes switching to communicating with a second cell. A cell broadcast channel is read after switching cells. The method further includes switching from a dedicated mode to a packet idle mode.
