A grating regulating device includes: a first substrate, a conductive layer, a dielectric layer and a second substrate arranged in stack, the conductive layer includes a wiring layer, a first insulating layer and a first electrode layer arranged in stack, the wiring layer includes a plurality of driving lines, and the first electrode layer includes a plurality of sub-electrodes arranged in a first direction. The driving lines are for transmitting a driving signal to the sub-electrodes, and the sub-electrodes are for, by the effect of the driving signal, driving corresponding positions of the dielectric layer to be light-transmitting or opaque. The grating regulating device includes a grating region including a plurality of common-signal units, each of the common-signal units includes at least one grating unit, the grating unit includes a plurality of sub-electrodes, and the plurality of sub-electrodes located in the same grating unit are connected to different driving lines.
