The resin C has an organic polysiloxane structure and a weight average molecular weight of 50,000 to 500,000. The ratio of the weight average molecular weight to the number average molecular weight of the resin C is not more than 5.0. The proportion of the resin C to the rein fine particles is 5.0% by mass to 50.0% by mass.
