In some aspects, a user equipment (UE) may receive, from a base station, an indication that a cell associated with the base station does not support reduced capability UEs, wherein the UE is capable of operating in a first mode that is associated with reduced capability UEs and a second mode that is not associated with reduced capability UEs. The UE may communicate, in the second mode, with the base station to establish a connection with the cell based at least in part on at least one of: the UE supporting one or more capabilities associated with connecting with the cell, or no cells that support reduced capability UEs being available. Reduced capability user equipment operations

Aspects of the present disclosure relate to wireless communications, and more particularly, to techniques for optimizing procedures to update a UE radio capability ID (URCID) when a UE moves to a new Public Land Mobile Network (PLMN) within a registration area. The techniques may help avoid unnecessary signaling traffic and reduce UE power consumption. An example method performed by a user equipment (UE) generally includes receiving at least one URCID assigned by a first PLMN; and taking one or more actions to delay or avoid updating the URCID when moving to a second PLMN in a same registration area as the first PLMN.

For example, the described techniques provide for a user equipment (UE) to predict a gain state for an initial acquisition procedure. For example, the UE may use a machine learning (ML) model to predict an initial gain state which is likely to result in a successful initial acquisition procedure (e.g., without adjusting the gain state and reattempting the initial acquisition procedure). The UE may input UE history data or crowdsourced data (e.g., from a local network or a cloud-based server) into the ML model to generate a predicted gain state which may be more likely to result in a successful initial acquisition (e.g., without reattempting the initial acquisition procedure). The UE may use the initial gain state generated by the ML model to attempt an initial acquisition procedure with a network entity.

Methods, systems, and devices for wireless communication are described. In some wireless communications systems, a receiving device, such as a user equipment (UE), may reduce packet congestion associated with communications between the receiving device and a transmitting device, such as a server, via a radio access network (RAN). The receiving device may measure congestion metrics associated with receiving data packets from the transmitting device via the RAN. The congestion metrics may include RAN congestion metrics and transport or application layer congestion metrics associated with the network connection between the receiving device and the transmitting device. The receiving device may estimate packet congestion at the receiving device according to the measured congestion metrics. The receiving device may modify connection parameters of the network connection based on the estimated packet congestion. The receiving device may communicate with the transmitting device over the network connection in accordance with the modified connection parameters.

Downlink congestion control optimization

Methods, systems, and devices for wireless communications are described. The method may include a user equipment (UE) generating a set of multimedia packets including a first multimedia packet and a second multimedia packet that is generated after the first multimedia packet. The UE may add the set of multimedia packets to a queue and apply an uplink packet handling protocol. Using the uplink packet handling protocol, the UE may discard the first multimedia packet and transmit, to a base station, the second multimedia packet. Using the second multimedia packet, a server in communication with the base station may generate a video frame and transmit the video frame to the UE via the base station.

Certain aspects of the present disclosure provide techniques for signaling and scheduling to enable network configured small gaps in intra-band inter-frequency measurement. Disclosed are systems and techniques for wireless communications. For instance, a wireless device may receive a signal from a first wireless network while the wireless device is in an idle mode; determine, from the received signal, a signal to noise ratio (SNR) and a doppler shift; retrieve stored network capability information; and estimate, based on the SNR, the doppler shift, and the stored network capability information, a throughput of the first wireless network.

In some systems, a user equipment (UE) may transmit assistance information to a base station to request an update or a modification to one or more communication parameters configured at the UE. Such communication parameters may include a quantity of uplink multiple-input multiple-output (MIMO) layers, a quantity of downlink MIMO layers, a minimum scheduling offset, a maximum quantity of component carriers, or a maximum aggregated bandwidth for a secondary cell group (SCG). In some implementations, the UE may transmit the assistance information requesting the update or modification to one or more of such communication parameters based on detecting that the UE satisfies one or more triggering conditions or thresholds.

In some aspects, a user equipment may receive bandwidth part configuration information configuring a dormancy profile for a first bandwidth part of a plurality of bandwidth parts; communicate, on a second bandwidth part, a plurality of types of signaling; and communicate, on the first bandwidth part, a subset of the plurality of types of signaling, such that at least one type of signaling, of the plurality of types of signaling, is suppressed in accordance with the dormancy profile. In some examples, the UE may receive SSB related measurement configurations or SSB frequency lists for idle measurements in a SIB and an RRC message. Additionally or alternatively, the UE may receive SSB frequency lists in a SIB and an RRC message, while SSB measurement configurations for SSB frequencies out of a sync raster may exclusively be indicated in the RRC message. The UE may therefore experience improved coverage and reliability and, in some examples, may promote low latency for wireless communications relating to multiple radio access technologies, among other benefits.
