Exemplary embodiments relate to techniques for dynamically selecting codecs as video is transmitted in real time. In some embodiments, a first codec initially encodes video data, and a second codec is evaluated to replace the first codec. The system switches to the second codec only if an increased amount of power consumption resulting from using the second codec balances with a correspondingly sufficient increase in the quality of the video encoded by the second codec. In some embodiments, codecs are excluded from consideration if it is determined that the local device does not have sufficient processing resources to operate the codec, or if a mismatch is detected between the codec operating on a sending device and a codec operating on a receiving device.

Systems, devices, and methods for orientation negotiation are described. In one innovative aspect, a method includes receiving an orientation negotiation message at a video processing device from a first device associated with a communication session with the video processing device. The orientation negotiation message includes an indication of an orientation of the first device and at least one characteristic associated with the first device. The method also includes identifying either the video processing device or the first device perform orientation processing based at least in part on the received at least one characteristic of the first device. The method further includes transmitting a message is transmitted to said first device, said message including information indicating a result of said identifying. The identified device performs subsequent orientation processing such as rotation of images included in the communication session.

A wireless communication device may detect, within a specified time duration, at least a specified number of occurrences of a sequence of events, which includes the wireless communication device transitioning from a second cellular network operating according to a second radio access technology (RAT) to a first cellular network operating according to a first RAT, the wireless communication device failing to remain on the first cellular network for more than a specified time duration, and the wireless communication device returning from the first cellular network to the second cellular network. Circuit-switched fallback (CSFB) is a technique to deliver voice-services to a mobile, when the mobile is camped in a long-term evolution (LTE) network. Certain aspects of the present disclosure provide techniques that may help reduce delays in call setup related to CSFB and, in some cases, avoid unnecessary paging.

Optimizations to circuit-switched fallback (CSFB) procedure

The embodiments set forth a technique for enabling a group of computing devices to delegate tasks in a manner that promotes energy savings. According to one embodiment, each computing device is configured to identify situations where the computing device has an energy advantage (e.g., when plugged-in) and should serve as a proxy computing device to other computing devices. Each computing device is also configured to identify situations where the computing device has an energy disadvantage (e.g., a low battery) and should seek out another computing device to act as a proxy computing device. In this manner, computing devices can delegate tasks between one another to reduce or eliminate the processing redundancies that otherwise occur when the computing devices work in isolation to maintain network connectivity and carry out tasks on their own.

The method may include determining a report value from the measurement configuration message, the report value indicating a number of measurement reports to be transmitted to the serving cell. The method may include, based on the number of measurement reports indicated by the report value, determining whether to wait for a signal measurement result of at least one neighboring cell to become available prior to sending a measurement report to the serving cell.

Systems and methodologies are described herein that facilitate efficient transfer of quality of service (QoS) context during inter-radio access technology (RAT) handovers. In particular, techniques are described herein for establishing rules for whether a user equipment unit (UE) or an associated network should establish QoS for a mixed-mode application, identifying flow to bearer mappings when translating QoS across an inter-RAT handover, mapping QoS parameters of respective RATs, mitigating QoS depreciation upon multiple handovers, performing one or more actions if QoS is not acceptable in a new RAT, maintaining QoS during tunnel mode, and handling scenarios in which a UE moves between a RAT using network-initiated QoS and a RAT using UE-initiated QoS.

Method and apparatus for QoS context transfer during inter radio access technology handover in a wireless communication system

An access terminal pre-registers with a second access network via a first access network to ensure a quick handover in the future. Frequent pre-registration attempts are avoided by implementing a hysteresis timer that restricts when a pre-registration process can be initiated. The hysteresis timer is started when pre-registration is initiated by the access terminal. No new pre-registration attempts are permitted if the hysteresis timer has not expired. An abort condition can cause the hysteresis timer to be aborted early, and a new pre-registration can be initiated. Access points in the first access network may be grouped into one or more pre-registration zones. If the access terminal moves from a first access point to a second access point, a new pre-registration is skipped if the first and second access points have the same pre-registration zone or the second access point is aware of the pre-registration zone for the first access point.

Method and apparatus for reducing successive pre-registration attempts by access terminals

Disclosed herein is a technique for enabling mobile computing devices to share observation information using low-energy communication protocols. This observation information can include network connectivity information and GPS location information that is either known to or being sought out by a mobile computing device. When observation information (if any) maintained by a mobile computing device does not satisfy a threshold level of confidence, the mobile computing device can query neighboring mobile computing devices for corresponding observation information that satisfies the threshold level of confidence. Conversely, the mobile computing device can be configured to advertise observation information to the neighboring mobile computing devices when the observation information satisfies the threshold level of confidence. In this manner, the mobile computing devices can collaboratively share information in an attempt to reduce the significant workload that is otherwise required when working in isolation to establish network connectivity and determine GPS location information.

Apparatuses, systems, and methods for user equipment (UE) devices to more efficiently scan frequency bands for potential base stations may include a UE configured to store information regarding results of prior cellular scan operations for a cell and to perform a new cellular scan operation while camped in the first cell. The new cellular scan operation may be partially based on the stored information. The prior cellular scan operations may have been performed to identify frequencies of available cellular base stations. The UE may update the information regarding results of prior cellular scan operations with information regarding success or failure of the new cellular scan operation. The UE may maintain lists of cells for which a cellular scan has been successful or unsuccessful and adjust the new cellular scan operation based at least partially on contents of at least one of these lists.

A method, an apparatus, and a computer program product for wireless communication are provided in which user equipment performs a circuit-switched fallback procedure to connect to a CDMA2000 network. The CDMA2000 network may be selected by the UE or by the network. A plurality of PLMN IDs may be maintained, where the IDs relate to a network that includes an LTE RAN. Each PLMN ID may be associated with a CDMA2000 network sharing the LTE RAN. A CDMA2000 network may be selected for circuit-switched fallback of a user equipment operating in the LTE RAN. The CDMA2000 network may be selected by a mobility management entity responsive to a PLMN selection procedure. Apparatuses, systems, and methods for user equipment (UE) devices to more efficiently scan frequency bands for potential base stations may include a UE configured maintain a first list of cells for which a cellular scan has been successful and a second list of cells for which a cellular scan has not been successful. The UE may be configured perform a first cellular while camped on a first cell at an expiration of a scan timer and, if the cellular scan is not successful, the increment a first failure count variable associated with the first cell and add the first cell to the second list if the first cell is not present on the first or second list.
