A wireless device may include a digital receiver and a digital transmitter, and a controller configured to control the digital receiver to receive signals and the digital transmitter to transmit signals, and further configured to receive a registration rejection from a first roaming mobile network while roaming, add the first roaming mobile network to a list of forbidden mobile networks, register with a second roaming mobile network and receiving an operator list of mobile networks from a home mobile network, and attempt to register with the first roaming mobile network based on a ranking of mobile networks in the operator list.

Methods and devices for network selection with steering of roaming list

A user equipment (UE) explicitly accounts for a coverage enhancement (CE or sometimes called enhanced coverage) feature in a public land mobile network (PLMN) search and/or selection. By explicitly using CE indicators in PLMN search and/or selection, a UE can determine whether to use a PLMN that may only be available in CE mode for voice services or data services, or fail to meet criteria, such as high data rate, that cannot be provided in CE mode. For example a UE can use the PLMN search and/or selection with (1) automatic PLMN selection at switch-on or recovery from lack of coverage, (2) higher priority PLMN selection, (3) manual PLMN selection, and/or (4) limited service capabilities while in CE mode.

A radio communication device may include a measurement circuit configured to perform radio measurement to identify one or more cells of a combined CS-PS network in anticipation of circuit-switched orders, and a control circuit configured to identify a pending circuit-switched order supported by the combined CS-PS network while attached to a current network, and switch from the current network to the combined CS-PS network to engage in the pending circuit-switched using a selected cell of the one or more cells.
