Methods, systems, and devices for wireless communications are described. A user equipment (UE) may identify a group of cells available for cell selection or reselection, where the group of cells includes a first subset of cells that each have at least one capability (e.g., of a set of capabilities) and a second subset of cells. The UE may assign a relatively higher respective priority to each cell within the first subset of cells than each cell within the second subset of cells based on each cell within the first subset of cells having at least one capability. The UE may select a cell from the group of cells based on the respective priority and may attempt to camp on the selected cell. Additionally, the UE may store the assigned respective priorities in a data structure at the UE.

Capability-based cell prioritization for cell selection and reselection

Methods and apparatus to handle unordered signaling radio bearer (SRB) packets are disclosed. In some aspects, the apparatus may be a user equipment (UE) or a base station. The apparatus may receive a signaling radio bearer (SRB) packet, buffer it in a radio link control (RLC)-to-Packet Data Convergence Protocol (PDCP) reordering window, and selectively forward or discard the SRB packet based upon a reordering timer with a first expiration period that is greater than a second expiration period associated with a data radio bearer (DRB) reordering timer, to give the apparatus extra time to receive a missing SRB packet while maintaining a shorter latency for DRB packets. In some aspects, the apparatus may detect an out-of-order (OOO) SRB packet and request retransmission without waiting for a sending communications device to check on receive status.

Handling unordered signaling radio bearer (SRB) packets

Methods, systems, and devices for wireless communications are described in which a user equipment (UE) may establish a connection with a network entity and transition to an inactive state in which a security context associated with the connection between the network entity and the UE is maintained. The UE may determine, based on a presence of data for transmission via the connection while in the inactive state, that one or more parameters associated with the connection meet a threshold criteria, and transmit the data via the connection while in the inactive state. The threshold criteria may be, for example, a cell energy of a serving cell associated with the connection, and an amount of data to be transmitted may be below a size threshold associated with a small data transmission.

Small data transmission techniques in wireless communications

Some aspects described herein relate to reducing a delay in the retransmission of undelivered capability information segments. For example, when transmitting capability information via multiple segments, a UE may request the network to acknowledge each segment and/or may modify a network configured parameter to reduce the delay in retransmitting undelivered segments. In some aspects, a UE may attach to a network for a priority service, such as an emergency service or a short message service. In connection with the attachment, the UE may provide a reduced set of capability information that is relevant to the priority service and that omits at least some capability information irrelevant to the priority service.

Methods, systems, and devices for wireless communications are described. A network entity may support communications with a user equipment (UE) that is moving at a first speed that meets or exceeds a threshold via a cell that is configured to support such communications, which may be referred to as a high speed train (HST) cell. The network entity and the UE may support cell acquisition that prioritizes camping on an HST cell over a non-HST cell. The UE and the network entity may communicate acquisition signaling associated with establishing a connection with the network entity using a first frequency associated with an HST cell and a non-HST cell. Based on an identifier indicating that the HST cell is an HST cell, the UE may prioritize the HST cell over the non-HST cell during cell acquisition and establish the connection with the network entity via the HST cell.

An example method for wireless communication at a UE includes receiving a request for a frequency band capability of the UE from a network, wherein the request includes a plurality of network frequency bands. The method may also include selecting a subset of frequency band combinations from a plurality of frequency band combinations supported by the UE, wherein a numerical quantity of the plurality of frequency band combinations supported by the UE exceeds a size constraint of a capability message, and wherein the subset includes at least one frequency band combination for each network frequency band. The method may also include sending the capability message in response to the request that includes an indication of the subset of frequency band combinations.

A method of wireless communication by a user equipment (UE) includes receiving, from a network, a capability request including a frequency band filter. The method further includes retrieving, from a server, a prioritized list of frequency band combinations based on a location of the UE. The method still further includes transmitting, to the network, the prioritized list adjusted based on the frequency band filter, in response to the capability request. A method of wireless communication by a network device includes receiving, from a UE, a request for a list of frequency band combinations based on a location of the UE. The method further includes transmitting, to the UE, a prioritized list of frequency band combinations for the location of the UE. The prioritized list is based on a selected network configured frequency band combination associated with the location of the UE.

Artificial intelligence-based user equipment (UE) capability band combination prioritization

Methods, systems, and devices for wireless communications are described. The method includes receiving, from a first base station, control signaling indicating one or more frequency bands on which one or more neighbor base stations operate that are associated with a first geographic location of the first base station, performing, based on the control signaling, a frequency scanning procedure using at least one frequency band of the one or more frequency bands to select a first neighbor base station of the one or more neighbor base stations, and establishing connectivity with the first neighbor base station based on the frequency scanning procedure.

Enhancing standalone acquisition timelines for millimeter wave devices

Methods, systems, and devices for wireless communications are described. A user equipment (UE) associated with a first subscription and a second subscription may establish a connection with a base station, the first subscription in a connected state. The UE may use the first subscription to perform a communication activity with the base station while the first subscription is in the connected state. Upon completion of the communication activity, the UE may transmit UE assistance information (UAI) to the base station indicating a preference of the UE to switch the first subscription to an inactive state in response to a release message from the base station.

Preference signaling for a multi-subscription wireless device

The aspects described herein are directed to an apparatus supporting a combination of frequency bands including a first frequency band associated with a primary cell (PCell) and at least a second frequency band associated with a secondary cell (SCell). The apparatus may prune out measurements of frequency bands associated with the SCell, where the frequency bands associated with the SCell may not be supported or deployed at the apparatus when the PCell is too weak. The apparatus measures the first frequency band associated with the PCell and measures the second frequency band associated with the SCell if the measurement of the first frequency band is greater than or equal to a threshold. The apparatus transmits a report including at least the measurement of the first frequency band.

Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may determine that the UE is operating using a first subscriber identity module (SIM) in a non-standalone mode associated with a first radio access technology (RAT) and a second RAT, and that a second SIM has been activated for the UE. The UE may determine, based at least in part on user input, whether to operate in a multi-SIM mode, where both the first SIM and the second SIM are active, or to operate in a single SIM mode where only the first SIM, and not the second SIM, is active. This disclosure provides systems, methods and apparatus, and computer programs encoded on computer storage media, for managing communications with a base station by a processor of a wireless device. In one aspect, a processor of a wireless device may receive from the base station a system information change indication in first system information. The processor may determine from the first system information scheduling information of second system information. The processor may determine a factor that a request for the second system information will collide with a request from another wireless device for the second system information. The processor may send the request for the second system information using the determined factor.
