The present invention relates to a dosing and dispensing device () comprising a double wall structure having an inner wall () and an outer wall (), wherein the inner wall () defines a dosing chamber () with an opening () for filling and dispensing, and the outer wall () circumscribes the inner wall () at a line of intersection () so that an upper part of the dosing chamber lies on one side of the line of intersection (), within the outer wall (), and a lower part of the dosing chamber lies on the other side of the line of intersection (), outside of the outer wall ().
