The device () includes a housing () having an inlet portion () for receiving the fluent substance, an outlet portion () for discharging the fluent substance, and a platform (). The device () further has a valve () located within the housing (). The valve () is located between the platform () and the outlet portion (). The valve () has a flexible, resilient valve head portion () that has confronting, openable portions () movable from a closed configuration to an open configuration when the valve head portion () is subjected to a pressure differential acting across the valve head portion ().

A flow control device () and process are provided for controlling the flow of a pressurized fluid substance from a supply system (). The device () includes a housing () that defines an orifice () for communicating between the supply system () that has an outlet end defining a discharge opening (). The devicefurther includes a valve () having a flexible, resilient valve head () that has confronting, openable portions () movable from a closed configuration to an open configuration when the valve head () is subjected to a pressure differential acting across the valve head (). The valve () is located across the housing outlet end discharge opening () so that the valve () and the housing () together define an expansion chamber () between the orifice () and the valve ().
