A method and apparatus for task-based allocation of services at an incident scene include determining assignments for a plurality of users at the incident scene, each of the plurality of users comprising a mobile device; identifying a group of the plurality of users performing a similar function near one another or at a same area; determining if the group is likely to be separated from a wireless local area network at the incident scene; and, in response to determining that the group is likely to be separated from the local area network, allocating service instances on at least one mobile device associated with the group.

The mobile device identifies another mobile device of another responder associated with the visiting agency and transfers to the another mobile device, without a need to first contact the local or visiting agencies, a mutual aid token that is derived from the first mutual aid token, wherein the transferred mutual aid token authorizes the another responder to access the local agency.

A system and methods for increasing the granularity of privacy control in a group communication session are presented. A privacy rule is established for a participant in the session. The privacy rule specifies for different identity sharing triggers whether the participant identity is to be shared with other participants in the session. The privacy of the participant is able to be different dependent on the particular identity sharing trigger. The privacy rule is set by participant initiating the session, a separate server, or the participant. In the last case, the participant is able to specify privacy for a media or data stream when requesting the floor to transmit the stream. The identity of the participant is automatically modified dependent on session context information.

A method for location based policy for UE operating in different areas of a shared home LTE system includes: responsive to detecting a trigger, determining a first enterprise operating area (EOA) in which the UE is currently located, wherein the first EOA is one of a plurality of EOAs of the LTE system; determining whether the first EOA is a home EOA or a visited EOA; when the first EOA is the home EOA, selecting a first set of policy rules for the UE; when the first EOA is the visited EOA, selecting a second set of policy rules for the UE that provides a lower Quality of Service (QoS) than the first set of policy rules; if a trust relationship exists, selecting a third set of policy rules for the UE while in the visited EOA, which provides a higher QoS than the second set of policy rules.

Further, the method and apparatus provide for determining and adjusting a geofence based on a predicted route and/or destination of a POI and for dispatching public safety officers to the geofence, predicted intercept point, and/or predicted destination to aid in the apprehension of the POI.

The method includes determining server association data and access network association data for each mobile unit in a communication group. The server association data indicates a first association with a Push-To-Talk (PTT) server. The access network association data indicates a second association with an operating area respective to the PTT servers. The method includes determining a first MU of the MUs in the communication group being associated with a first PTT server and associated with a MBMS operating area of a second PTT server, the first PTT server controlling the group session. When none of the MUs participating in the group session is associated with the second PTT server, the method includes inviting the second PTT server to join the group session of the communication group.
