Communication process in a telecommunications network

The process aims to constantly optimize the distribution of the radio-electric load on a radio communication cellular network between fixed relays. This is equivalent to increasing or reducing the surface of network cell when the traffic in the cell decreases or increases. Each relay transmits a field correction parameter as a function of a load indicator and fixed factors so that each mobile station corrects the radio electric field and selects the relay corresponding to the highest corrected field. The correction parameter of a relay in a given cell also depends on overload indicators relating to adjacent cells and indicators of field boundary displacements with respect to cells adjacent to the given cell.

Regulation of traffic load of fixed stations in a cellular radio

A quantization device with variable digital coding rate for coding and decoding sound and speech in telecommunications and frequency transform coding. For a signal of amplitude .vertline.x.vertline. whose probability density is of the Laplace law type p(x)=.alpha./2e.sup.-.vertline.x.vertline., this device comprises a quantizer operator and a reverse quantizer operator. The quantizer operator includes an operator for calculating the ampltiude signal and a sign signal, an operator for combining the amplitude signal .vertline.x.vertline. and the number N of digital codes by subtracting a term KN=3/.alpha. Log (N+1) and a quantizer with fixed quantization thresholds in which the value of the thresholds Li is determined by the relation Li=-3/.alpha. Log (i+1). The reverse quantizer operator includes a reverse quantizer with fixed reverse quantization levels i with i=3/.alpha. Log (2i+2), an operator for combining a normed decoded amplitude signal and the number N of digital codes by addition of said term KN for delivering a decoded ampltiude signal .vertline.y.vertline. and an operator for combining the decoded amplitude signal .vertline.y.vertline. and the sign signal IS for delivering a reconstituted digital signal corresponding to the digital signal x.

Quantization device with variable digital coding rate

A sound signal coding method and installation are disclosed, which method, usable particularly for transmitting or storing high quality audio signals in digital form, involves chopping the sound signal into blocks of samples and subjecting the samples of each block to time-frequency transform coding whose coefficients are transmitted in digital form, the reverse operations taking place at reception. At least the most significant coefficients of the transform of each block are subjected to predictive and adaptive coding using the stationary state of the signal over a duration greater than that of a block.
