A monitoring and controlling apparatus includes a functional cabinet, functional units, and a control cabinet. The functional cabinet includes a plurality of frames and a door at an opening of at least a part of the frames, each frame having a predetermined accommodation size. Each functional unit is detachably accommodated in respective frame and including a circuit and a component for a function of the functional unit. The control cabinet is disposed next to the functional cabinet, and configured to monitor and control the functional units.

In accordance with an embodiment, a plant control apparatus includes a deviation calculation unit, a velocity-type PID calculation unit, a plurality of integral calculation units, a plurality of overwrite units, and an automatic balance unit. The deviation calculation unit calculates a deviation between a process value from a plant with operation terminals and a set value corresponding to a control object, and generates a deviation signal. The velocity-type PID calculation unit generates a velocity-type operation amount command signal corresponding to the deviation. The integral calculation units generate position command signals as defined operation terminal position command signals. The overwrite units generate additional position command signals to perform overwrite processing and newly define operation terminal position command signals. The automatic balance unit calculates a deviation between the defined operation terminal position command signals, corrects the operation amount command signal and supplies the corrected operation amount command signal.

A plant controlling system includes: a velocity-type PID controlling unit to receive a control deviation between a process value and control set value, and calculate and output a manipulated variable deviation for operation targets; a switching unit to switch and then output the manipulated variable deviation from the velocity-type PID controlling unit to the operation targets; manual operating units, having an integration function, that are associated with the operation targets and output either one of the manipulated variable calculated by the integration of the manipulated variable deviation output from the switching unit and a manipulated variable based on a manually set value to the respective associated operation targets based on a control mode of the operation targets; and a switch controlling unit configured to control operation of the switching unit based on the control mode of the operation targets and the manipulated variables output to the operation targets.
