Included are a network information database for storing the statistical information collected from a router, a user request processing unit for accepting and processing a flow forwarding request from a user terminal connected to the network, a route control unit for searching for a route corresponding to the request from the user terminal by referring to the network information database, a load sharing control unit for executing such a load sharing process as to generate router setting information for sharing a transmission load of the network by referring to the network information database, and a router control unit for setting a router based on the route information determined by the route control unit and on the router setting information generated by the load sharing control unit.

A delay guarantee path setting system, which sets a traffic transfer path in a network, based on a delay guarantee message that requests path setting that guarantees a bandwidth and a delay, and in the system, the network management node defines a weighted value for each link connecting between the nodes according to an ability to comply with a requested bandwidth and a requested delay in the delay guarantee message, and selects, upon receiving the delay guarantee message, a path that complies with requests in the received delay guarantee message, and has the weighted value of a link in the path which meets a predetermined condition.

Delay guarantee path setting system

A network controlling apparatus appropriately arranges a generated path every hour with a change in section and bandwidth requested in each time period to flexibly generate a path according to the state of occurrence of requests. The network apparatus comprises a storing unit storing information for management of the network, and a controlling unit controlling setting of the network device relating to a connection of network devices at two edge points in the network to obtain path setting satisfying the quality guarantee request, using a path already set or scheduled to be set, or a newly generated path, by referring to the information stored in the storing unit when receiving the quality guarantee request.
