A navigation device for setting an appropriate navigation route based on a support route while reducing an amount of communicating information, is provided. The navigation server recognizes a departure position and a destination position of a user, and sets a support route connecting the departure position and the destination position, based on communication with the navigation device. The navigation device recognizes multiple links constituting a part of the support route, based on communication with the navigation server. The navigation device sets a navigation route including the links connecting the departure position and the destination position. The navigation device determines whether a deviation between a distance of an adjacent link pairs among the links along the support route and a distance thereof along the navigation route is equal to or less than a threshold value. The navigation route is output via an output device if the determination result is positive.

A navigation apparatus can make a user recognize the moment when a vehicle (Q) enters a specified area (A) where a situation which affects the travel of the vehicle (Q) along a navigation route (r) is generated and the situation (inf(A)) indicating the situation by using an icon (x) indicating an entry position (p) and having a design decided according to the situation information (inf(A)). The navigation apparatus also can advice the user to instruct the navigation apparatus to perform an appropriate countermeasure in accordance with the situation such as re-search of the navigation route (r) or detour from the navigation route (r) being outputted.

A navigation server capable of guiding a mobile subject such as an automobile by a navigation device, while appropriately evaluating the level of safeness of individual link in a disaster occurring area in consideration of the actual disaster condition is provided. According to the navigation server of the present invention, the links included in the disaster occurring area are extracted, and the cost of each of the extracted links is evaluated on the basis of the probe information. There is high probability that the spatial and temporal moving pattern of the automobile (a first mobile subject) represented by the probe information reflects the influence of the disaster. Therefore, the level of the safeness of individual link included in the disaster occurring area may be evaluated as the cost of individual link accurately in consideration of the actual disaster condition and road condition. Further, by transmitting the road traffic information generated on the basis of the cost of individual link to the navigation device, it becomes possible to make the navigation device guide the automobile (a second mobile subject) to avoid the influence of the disaster in consideration of the actual disaster condition and road condition.
