A GW-U is configured to receive a data packet and match the data packet with a rule, and send bearer processing indication information to a GW-C if a rule matching result of the data packet meets a trigger condition for bearer processing, where the bearer processing indication information is used to trigger the GW-C to perform bearer processing according to quality of service QoS information of a data service corresponding to the data packet. The GW-C is configured to receive the bearer processing indication information from the GW-U, determine, according to the bearer processing indication information, the QoS information of the data service corresponding to the data packet, and perform bearer processing according to the QoS information of the data service corresponding to the data packet.

This application discloses example application instance address translation methods. One example method includes receiving, by a control plane device from a mobile edge cloud control device, an address of a target application instance of an application service accessed by a terminal. The control plane device can then send the address of the target application instance to a first user plane device. The control plane device can then instruct the first user plane device to set, as the address of the target application instance, a destination address of an uplink packet that is of the terminal and is associated with the application service.

The method includes: obtaining, by a gateway user plane, downlink data; sending downlink data report information to a gateway control plane, where the downlink data report information is used to trigger the gateway control plane to send a downlink data notification to a mobility management entity, and the downlink data notification is used to trigger the mobility management entity to initiate a paging to a terminal; obtaining downlink data channel information sent by the gateway control plane, where the downlink data channel information indicates information about a downlink data channel between a base station and the gateway user plane, and the base station is a base station to which the paged terminal belongs; and forwarding the downlink data by using the downlink data channel.
