When a signal indicates relaxed constraints (e.g., freeze frame or slow motion), higher-quality video from a secondary source is delivered to the client. This can be a still image or preprocessed video data. When a lower presentation rate is requested, the freed-up bandwidth is used to send the improved quality video.
