A smart device talks to a base station through a cell that has two data highways: a fast lane and a slow lane. It has a special radar (receiver) that keeps an eye on the fast lane’s traffic signals (PDCCH) and a super-secret decoder that reads the messages (PDSCH) in the fast lane. These messages hold the keys to where the device needs to go in the frequency world. How big this key is depends on how many resource blocks are in the slow lane.
