Shan Liu received a B.Eng. degree in electronic engineering from Tsinghua University and an M.S. and Ph.D. in electrical engineering from the University of Southern California.
She was the Director of the Media Technology Division, MediaTek, USA. Shan was also with MERL and Sony. She has long contributed to international standardization with many technical proposals adopted into various standards, such as VVC, HEVC, OMAF, DASH, MMT, and PCC.
Her research interests include audio-visual, volumetric, immersive and emerging media compression, intelligence, transport, and systems. Shan Liu was a recipient of the ISO/IEC Excellence Award, the Technology Lumiere Award, the USC SIPI Distinguished Alumni Award, and the two-time IEEE TCSVT Best AE Award. She is the Vice Chair of the IEEE Data Compression Standards Committee.

A video encoding method selects a second intra prediction mode for a non-square block from a second set of modes. This second set includes modes outside the 180-degree range from bottom-left to top-right diagonal in the first set.
Patent №: 12003748 (June 4, 2024) – Determination of a maximum number of merge candidates in subblock based merge candidate lists. A video encoding method involves determining a parameter for the coded bitstream based on a calculated maximum number of candidates, within a range of 0 to 5-sps_sbtmvp_enabled_flag. When sps_sbtmvp_enabled_flag is 1, subblock-based temporal motion vector predictors are used; if 0, they are not.
Patent №: 12003725 (June 4, 2024) – Signaling method for chroma intra prediction mode. A method, computer program, and system for encoding or decoding video data involve receiving video data with chroma and luma components. Entropy coding contexts for chroma intra prediction modes are identified based on a co-located luma block at predefined positions.

The UE determines that some occasions are unavailable due to the base station operating in full duplex mode.
Patent №: 12004206 (June 4, 2024) – Application time for non-serving cell reference signal update. This disclosure relates to wireless communication. A user equipment (UE) receives an update from a base station regarding a non-serving cell reference signal. The UE selects an application time duration based on whether the signal has been tracked: a first duration if tracked, or a second if not.
Patent №: 12004177 (June 4, 2024) – Group common full-duplex (FD) beam. The patent involves determining that multiple user equipments (UEs) form a single group and transmitting a common full-duplex (FD) beam indication via downlink control information (DCI) to the group.
Patent №: 12004165 (June 4, 2024) – FD mode dependent UCI multiplexing. Apparatus, methods, and computer program products for PHY priority in wireless communications are provided. An apparatus multiplexes two overlapping uplink control information transmissions, one or both for full-duplex communication. It determines, using a multiplexing rule, whether to use the first resource associated with a first beam or the second resource associated with a second beam, and transmits the multiplexed uplink control information based on this determination.
Patent №: 12004075 (June 4, 2024) – Physical cell identifier limit configuration. Methods, systems, and devices for wireless communications are described. A user equipment (UE) stores configurations for candidate physical cell identifiers (PCIs) for inter-cell mobility. A base station or UE identifies a first configuration for the number of configured PCIs and a second configuration for the number of selected PCIs, which may be a subset. These identifications are based on a UE capability report. The UE and base station perform inter-cell mobility based on the stored configurations of configured and selected PCIs.

The specification provides a method for transmitting uplink data using a preset uplink resource (PUR) in a wireless communication system. The terminal receives setting information from a base station in an RRC connected state, transitions to an RRC idle state, and then uses the PUR to transmit uplink data in the RRC idle state based on the setting information.
Patent №: 12004005 (June 4, 2024) – Method and device for transmitting acknowledgement information by user equipment in wireless communication system. A method and apparatus for transmitting acknowledgement information by a user equipment (UE) in a wireless communication system are disclosed. Specifically, the UE transmits acknowledgement information for each code block group (CBG) for data received within one or more slots.
Patent №: 12003337 (June 4, 2024) – Method and apparatus for transmitting/receiving wireless signal in wireless communication system. A UE receives downlink control information (DCI), performs data reception, and determines HARQ-ACK based on the reception result. The HARQ-ACK is reported via a physical uplink control channel (PUCCH) using either a first type (NACK only) or a second type (ACK/NACK).
Patent №: 12003335 (June 4, 2024) – Method and device for transmitting and receiving signal in wireless communication system. A terminal determines and reports a specific codebook-based HARQ-ACK based on receiving multiple PDSCHs. For scheduling these PDSCHs, if a first-type codebook-based HARQ-ACK is set, the terminal performs first SLIV pruning based on SLIVs of PDSCHs potentially scheduled in each slot of a bundling window, and second SLIV pruning based on SLIVs of PDSCHs potentially scheduled in slots outside the bundling window.

Formerly an industrial postdoctoral researcher at Sierra Wireless, Richmond/Canada, his industry experience includes internships at Mitsubishi Electric Research Labs, Cambridge/MA, and Broadcom Corporation, Irvine/CA.
Ali holds a Ph.D. in Electrical Engineering from the University of California, Riverside. He earned his B.S and M.S. degrees in Telecommunications engineering from Sabanci University, Istanbul/Turkey.

It transmits a first random access preamble via the first antenna panel, then switches to the second panel. Upon switching, the first random access procedure is stopped, and a second procedure using the second panel is initiated.
Patent №: 12004227 (June 4, 2024) – Uplink carrier selection based on power threshold and speed. A wireless device receives power thresholds for selecting between two uplink carriers of a cell. Based on these thresholds and its speed, the device selects one uplink carrier and transmits a random access preamble via the selected carrier.
Patent №: 12004220 (June 4, 2024) – Transmission and access with multiple transmission reception points. A wireless device receives cell configuration parameters, including first and second reference signals (RS) from two transmission reception points (TRP), RACH resources, and a power offset value. It measures received power values of the RSs, selects an RS based on these measurements and the power offset, and transmits a preamble via the RACH resources associated with the selected RS.
Patent №: 12004091 (June 4, 2024) – Physical channel processing capability for power states. A wireless device receives radio resource control messages with two processing time thresholds: one for a cell’s first power state and another for its second power state, both specifying the gap between receiving a transport block (TB) and transmitting an acknowledgement. The device processes a first TB using the first threshold in the first power state. After receiving a command to transition to the second power state, it processes a second TB using the second threshold.
Patent №: 12003991 (June 4, 2024) – Transmit power determination for uplink transmissions. A base station transmits, via a first PDCCH monitoring occasion in a slot, a repetition of downlink control information (DCI) triggering an uplink signal. It then receives the uplink signal, transmitted with power determined by the number of symbols between its starting symbol and the last symbol of the latest-ending PDCCH monitoring occasion in the slot.
Patent №: 12003988 (June 4, 2024) – Link monitoring in new radio. A wireless device selects reference signals for link monitoring based on two groups of search space sets for monitoring control resource sets (coresets). In the first mode, the device monitors the first group and unmonitors the second group. In the second mode, it unmonitors the first group and monitors the second group. The device measures the reference signals for link monitoring in both modes.
Patent №: 12003266 (June 4, 2024) – Exposure reporting for wireless communications. Wireless communications may involve devices that pose potential exposure risks. Safety measures, like maximum power exposure (MPE) reporting, can be used. An MPE report is sent based on MPE detection and messages related to cell activation, bandwidth part (BWP) activation or switching, and discontinuous reception (DRX) state transitions.

In a resource-metering data network, slice control circuitry creates a wireless network slice with hardware-trust, ledger-client, distributed-ledger, and resource-meter components: resource-meter circuitry measures and transfers usage data. The ledger client sends this data to distributed ledger circuitry, which processes it, generates results, and records everything in blockchain ledgers. The ledger client then transfers the results to network addresses.

Patent №: 12004162 (June 4, 2024) – Techniques for modifying a spatial relationship of an uplink channel. Methods, systems, and devices for wireless communication are described. A user equipment (UE) receives a base station signal scheduling a second uplink transmission with a new spatial relationship after a first uplink transmission with an initial spatial relationship. This second transmission occurs within a beam switching gap.
Patent №: 12004097 (June 4, 2024) – Mixed synchronization signal blocks. Aspects of the disclosure relate to configuring synchronization signal blocks (SSBs) and SSB burst sets in wireless systems using different types of SSB burst sets (e.g., with different subcarrier spacing). SSB burst sets may include various components (e.g., primary and secondary synchronization signals, physical broadcast channels), resource allocation information, and physical-layer cell identity (PCID) configurations.

The RRS, differentiated by control channel information or payload, specifies the size and locations of the reserved resources within the time-frequency pool.

A user equipment (UE) receives a data transmission and determines a slot to transmit HARQ feedback.
