Shan Liu
Shan Liu received a B.Eng. degree in electronic engineering from Tsinghua University, Beijing, China, in 1996, and the M.S. and Ph.D. degrees in electrical engineering from the University of Southern California, Los Angeles, CA, USA, in 1999 and 2002, respectively.
She was the Director of the Media Technology Division, MediaTek, USA. Shan was also with MERL and IBM. She is currently the Tencent Distinguished Scientist and the General Manager of the Media Laboratory, Tencent, Palo Alto, CA, USA.
Dr. Liu was on the Committee of Industrial Relationship of the IEEE Signal Processing Society from 2014 to 2015 and on the Editorial Board of IEEE Transactions on Circuits and Systems for Video Technology from 2018 to 2021.
Dr. Liu was the Vice President (VP) of Industrial Relations and Development of Asia–Pacific Signal and Information Processing Association from 2016 to 2017 and was named as the APSIPA Industrial Distinguished Leader in 2018.
She was appointed as the Vice Chair of the IEEE Data Compression Standards Committee in 2019.
Patent №: 11882313 (January 23, 2024) – Method and apparatus for video encoding or decoding. This method and apparatus for video encoding/decoding use a Cross-Component Linear Model (CCLM) with an interpolation filter that adapts to the video sequence’s YUV format.
Patent №: 11882312 (January 23, 2024) – Network abstraction layer unit header. This approach reconstructs a video NAL unit by decoding its header and determining the NAL unit class. Depending on the class, it reconstructs the unit either using a combination of class and a syntax element or by using a temporal identifier (TID) from the second syntax element.
Patent №: 11882305 (January 23, 2024) – Method and apparatus for palette based coding mode under local dual tree structure. This disclosure involves video encoding/decoding methods and devices. An encoding apparatus, for instance, assesses if a block is part of a local dual tree structure and prevents palette-based coding for such blocks.
Patent №: 11882301 (January 23, 2024) – Modified quantizer. This system encodes/decodes video data using an expanded quantization index range obtained from a syntax element with an offset value. It parses the element, retrieves a quantization step size from a lookup table, and applies it to the video data.
Patent №: 11882298 (January 23, 2024) – Signaling of video coding tools supporting various chroma format. This method focuses on identifying the presence of multiple color planes in a video sequence, and by doing so, enables more optimized decoding processes.
Patent №: 11882278 (January 23, 2024) – Geometric cross-component filtering, introduces the application of geometric transformations on video data for efficient coding and decoding, facilitating enhanced visual quality.

Kiani received Bachelor’s and Master’s in Science degrees in Electrical Engineering from San Diego State University (SDSU) and numerous awards, including the Society of Critical Care Innovation Award, the Ernst & Young National Life Science Entrepreneur Award, and the Hubert Humphry Dawn of Life Award. Joe was awarded honorary degrees of Doctor of Science from California State University and San Diego State University for his innovative and philanthropic work.
